Rhode Island HIE is the state-designated health information exchange that facilitates the secure, statewide transfer of health data between facilities, care teams, and payers. Operated and administered by CRISP Shared Services (CSS) working in close partnership with Rhode Island’s Executive Office of Health and Human Services, we work to connect providers throughout the state to support better health outcomes for residents.

CSS partners with states and healthcare organizations to create modern, secure solutions that enhance care, streamline coordination, and advance public health while ensuring partners retain full governance and control of their data.
The Rhode Island Executive Office of Health and Human Services (EOHHS) is the state’s lead agency for health and human services policy, funding, and oversight. The mission of EOHHS is to ensure access to high-quality, cost-effective services that support the health of all Rhode Islanders. EOHHS administers some of Rhode Island’s major health initiatives, helping to strengthen the state’s health system.

As the Rhode Island HIE serves as critical statewide infrastructure and employs a multi-payer financing model, the governance structure requires careful collaboration and clearly identified roles and responsibilities for all parties.
Project Governance provides overall oversight of the health information exchange (HIE) and is convened and led by the Rhode Island Executive Office of Health and Human Services (EOHHS) as the contract holder. The group meets monthly and includes representatives from EOHHS, the Rhode Island Department of Health (RIDOH), the Department of Administration (DOA) Information Technology team, and other key funding and data-contributing organizations as appropriate.
Additional deliverables may be reviewed by the full governance body as needed, while routine contract management activities are handled through EOHHS’s standard oversight processes.
The Health Information Technology (HIT) Stakeholder Collaborative Committee serves as a public-private stakeholder forum that provides input on the strategic direction and evolution of the HIE. Staffed by EOHHS and meeting bi-monthly, the committee brings together organizations that contribute to and rely on the statewide HIE.
While the committee provides valuable feedback and recommendations, final approval of enhancement initiatives rests with Project Governance.

Pursuant to the requirements set forth in R.I. Gen. Laws § 5-37.7-5 (c) and 216 R.I. Code R. 10-10-6.4, the HIE Advisory Commission provides independent guidance on the appropriate uses of HIE data and its privacy protections. Staffed by RIDOH, the Commission meets approximately six times per year and serves in an advisory capacity to help ensure that HIE policies and practices align with the public interest.
Regulatory authority over HIE data resides with RIDOH, and final approval authority rests with the Director of Health. The Commission services in an advisory capacity to the Director.

Together, these three governance bodies ensure that Rhode Island’s HIE operates effectively, remains responsive to stakeholder needs, protects patient privacy, and supports the state’s broader health information exchange and interoperability goals.
